EuropeAid Logical Framework Development — From Theory of Change to SMART Logframe
Expert logical framework (logframe) development for EuropeAid grants. We build SMART indicators, baselines, targets and means of verification for EU External Action projects.
A rigorous logframe is the foundation of every successful EuropeAid proposal — and every well-managed project.
The logical framework matrix (logframe) is the structural backbone of every EuropeAid grant application and project implementation plan. EU assessors use it to evaluate the coherence of your intervention logic, the credibility of your indicators, and the realism of your approach. A weak logframe — vague indicators, missing baselines, unrealistic targets or broken causality chains — costs evaluation points and creates implementation problems. INTERALTER's logframe specialists build rigorous, assessor-tested logical frameworks from scratch or improve existing ones.
Logframe problems we solve
- Objectives and results that are vague and not measurable
- Indicators that count activities rather than measuring actual change
- No baseline data, making it impossible to demonstrate project impact
- Causality chains with weak or unstated assumptions
- Logframes that don't align with the project narrative and budget
Logframe development services
Theory of Change Development
Before building the logframe, we facilitate a structured theory of change session with your team to establish the causal pathways from activities to impact.
Objective Hierarchy Construction
We build the full objective hierarchy: overall objective (impact), project purpose (outcome), expected results, and activities — with clear causal logic linking each level.
SMART Indicator Development
We develop Specific, Measurable, Achievable, Relevant and Time-bound indicators for each level of the objective hierarchy, selecting indicators that can realistically be measured with available data.
Baseline and Target Setting
We advise on baseline data collection approaches and set realistic targets based on the project context, available resources and implementation timeline.
Means of Verification & Assumptions
We define the data sources and collection methods for each indicator, and document all key assumptions at each level of the logframe.
What you receive
- Theory of change diagram
- Logical framework matrix (full 4-column logframe)
- SMART indicator definition sheets
- Baseline data assessment and gap analysis
- Target-setting rationale document
- Means of verification plan
- Risk and assumption register
- Logframe-narrative alignment check
Logframe development process
Problem analysis
We facilitate a structured problem analysis — identifying the root causes and effects of the problem your project addresses and mapping the stakeholder context.
Theory of change
We develop the theory of change, defining the causal pathways from your activities to the expected results and broader impact.
Objective hierarchy
We construct the objective hierarchy from the theory of change, defining overall objective, project purpose, expected results and activities.
Indicator development
We develop SMART indicators for each level, selecting indicators that are measurable, relevant to the objective level, and feasible given available data.
Completion and alignment
We complete the logframe with baselines, targets, means of verification and assumptions, then cross-check alignment with the proposal narrative and budget.
Who this service is for
- NGOs writing EuropeAid grant proposals who need a rigorous logframe
- Organisations whose previous proposals scored poorly on the logical framework section
- Project teams implementing EU grants who need to improve their logframe for reporting
- EU grant coordinators who have a concept but lack logframe expertise
- Research organisations applying to calls requiring an EU-standard results framework
Frequently Asked Questions
- What is a logical framework?
- A logical framework (logframe) is a structured matrix that summarises a project's intervention logic. It maps the relationships between activities, outputs, results and impact, with indicators, baselines, targets, data sources and assumptions at each level.
- Is the logframe required in all EuropeAid grant applications?
- Yes. The logframe is a mandatory component of all EuropeAid full applications. It is also increasingly required in concept notes as a summary version. A poorly constructed logframe is one of the leading causes of low technical scores.
- What is the difference between an output and a result in the EU logframe?
- In the EU logframe, results (also called expected results) are the immediate or direct changes produced by the project's activities and outputs. They are equivalent to 'outcomes' in some frameworks. The overall objective represents the broader, longer-term impact to which the project contributes.
- Can you build a logframe when we have no baseline data?
- Yes. We advise on proxy indicators and data collection approaches when pre-project baseline data is unavailable, and build the logframe with appropriate caveats. We also include a baseline data collection plan as a project activity where needed.
- How long does logframe development take?
- A complete logframe developed from scratch typically takes 3–5 working days of intensive collaboration. If you already have a draft, a review and improvement can be done in 1–2 days.
