EuropeAid & INTPA Funding: How Greek Organisations Can Access EU Development Funds

The EU's international development funding (NDICI-Global Europe) offers significant opportunities for Greek NGOs, research institutions, and private sector companies. Here is how to access it.

What Is EuropeAid / INTPA Funding?

The EU's Directorate-General for International Partnerships (DG INTPA), formerly known as EuropeAid, manages the EU's external development cooperation budget. Under the 2021-2027 MFF, the NDICI-Global Europe instrument allocates over EUR 79.5 billion for development cooperation in partner countries.

Who Can Apply?

Unlike Horizon Europe or Erasmus+, INTPA funding is primarily for implementing development projects in partner countries (Africa, Asia, Latin America, Caribbean, Pacific, and Neighbourhood countries). Eligible applicants include:

- NGOs and civil society organisations — the primary implementers of many calls

- Research institutions and universities — for technical assistance and capacity building

- Private sector companies — for market development and economic partnership projects

- Public authorities — national, regional, and local governments

Types of Funding Mechanisms

Grants (Calls for Proposals)

Competitive calls published on the INTPA Partner Portal. Grant sizes typically range from EUR 300,000 to EUR 5,000,000+. Eligibility criteria, geographic focus, and thematic priorities vary by call.

Framework Contracts

Long-term contracts for technical assistance services. Companies or consortia that win a framework contract can then be awarded specific contracts without full competition.

Key Thematic Priorities for 2026

INTPA's current strategic priorities include:

- Food security and sustainable agriculture

- Climate change and biodiversity

- Digital transformation in developing countries

- Health system strengthening

- Education and vocational training

- Democracy, good governance, and rule of law

How to Find Open Calls

All INTPA calls for proposals are published on the EU Funding & Tenders Portal (ec.europa.eu/info/funding-tenders). Filter by "INTPA" as the contracting authority.
