EuropeAid Consortium Building — Forming Competitive International Partnerships

Build winning EuropeAid consortia. We identify co-applicants, negotiate partnership agreements and ensure your consortium meets all PRAG eligibility requirements.

We build consortia that meet eligibility requirements and strengthen the competitive position of your proposal.

Most EuropeAid grants and service tenders require or strongly benefit from an international consortium. The right consortium partners strengthen your bid — providing geographic presence, sector expertise, local legitimacy and organisational diversity. The wrong partners can disqualify it. INTERALTER's consortium building service helps you identify, recruit and formalise the right partnership for your specific call — drawing on our network of NGOs, consulting firms, universities and public bodies across all EuropeAid regions.

Consortium challenges

  • Finding partners who genuinely add value rather than just appearing on the application
  • Understanding what types of organisations are eligible as co-applicants versus associates
  • Allocating roles and budgets fairly while maintaining competitive grant rates
  • Negotiating a partnership agreement that protects all parties before proposals are accepted
  • Managing a multi-country consortium through a complex application process

We search our network and publicly available databases to identify qualified organisations and initiate contact on your behalf with a professional consortium invitation.

  • Partner Due Diligence

Before recommending a partner, we review their legal status, financial health, previous EU project experience, and any exclusion or debarment status.

  • Role & Budget Allocation

We facilitate the consortium negotiation — defining each partner's role, responsibilities, budget allocation and management structure in line with the call requirements.

  • Partnership Agreement Support

We advise on the standard consortium or partnership agreement structure required by EU guidelines and facilitate the negotiation of key terms between partners.

How consortium building works

  1. Partner needs mapping

We analyse the call guidelines and PRAG to define the eligibility, geographic and technical requirements that consortium partners must meet.

  2. Partner search and outreach

We identify qualified candidate organisations and approach them with a structured consortium invitation including the call overview, proposed roles and timeline.

  3. Partner screening

We conduct due diligence on interested organisations — verifying their legal status, EU project experience, financial health and any exclusion grounds.

  4. Consortium negotiation

We facilitate discussions between confirmed partners to agree on roles, budget allocation, lead applicant responsibilities and key decision-making procedures.

  5. Documentation

We prepare all required consortium documentation: letters of intent, mandates, and the partnership agreement framework.

Frequently Asked Questions

What is the difference between a co-applicant and an associate in EuropeAid?
A co-applicant is a full consortium member who signs the grant contract, is eligible to receive EU funds, and takes on contractual obligations to the EU. An associate partner participates in the project implementation but does not sign the grant contract and cannot receive EU grant funds directly.
How early in the process should we start looking for partners?
Partner identification should ideally start 4–8 weeks before the application deadline. For complex multi-country consortia, starting earlier is better. Some calls require letters of intent at the concept note stage, so even earlier engagement is sometimes needed.
Can you find partners in specific countries or regions?
Yes. We have connections with organisations across all major EuropeAid regions — Western Balkans, Eastern Neighbourhood, Mediterranean, Sub-Saharan Africa, Middle East, Asia-Pacific and Latin America. We can search for partners in specific countries on request.
How do you handle conflicts between consortium partners?
We facilitate the consortium negotiation from the outset with clear documentation of agreed roles and responsibilities. This prevents most conflicts. Where disputes arise, we mediate to find solutions that keep the consortium intact and the application on track.
Do you write the consortium sections of the proposal?
Yes. Once the consortium is formed, we write all relevant proposal sections — partner descriptions, consortium management structure, coordination mechanisms and the roles and tasks table.
